When elevator cylinders fail

When a cylinder fails, (leaks), but it is encased with P.V.C. casing odds are the P.V.C. casing had been compromised some way, & should be replaced, with new P.V.C., & installed correctly so it will provide the means of protection, & containment it is designed for.
